In response to employer demand the PLant for Utilities Scheme (PLUS) has been expanded. The scheme now covers the items of plant most frequently used within the utilities industries. The new categories are Lorry Loader, Signaller/ Banksperson and Front Loading Dumper.

Existing national plant competence schemes are designed primarily for the construction industries and the equipment and methods covered do not suit the environment that utility operators tend to work in. Sites tend to be more transitory and operatives require different skills to those working on static construction sites. Avoidance of underground pipes and cables, the proximity of the public or traffic and the transportation of the equipment to and from the site are all essential for safe utility working.

The PLUS scheme is based entirely on the relevant National Occupational Standards for each activity and provides a mechanism for employers to ensure that their workers are competent to operate the plant and equipment on their sites. The scheme was launched in 2008 with the <5 tonne 360° mini excavator category and the utility industry has been the primary driver for the further development of the PLUS categories.
